House Democrats Thursday unveiled a broad tax relief package aimed at making it easier for people to afford housing, energy, college and the cost of raising children.

Rep. Mike Thompson, D-St. Helena, called the plan a “comprehensive affordability package that will serve as Democrats’ roadmap on cost of living issues next year.” Thompson is the top Democrat on the House Ways and Means tax subcommittee.

“One year in, the Trump administration and Republicans in Congress have made real progress in helping working families make ends meet,” Rep. Jason Smith, R-Mo., Ways and Means chairman, said Thursday.

He cited new figures on prices showing a 2.7% rate of inflation over the 12 months ending in November, a slight drop from the last reading.

Thompson and his Democratic allies have long argued that the GOP tax breaks largely favor the wealthy.

Details of the Democratic plan

The House Democrats’ new American Affordability Act would include strengthening the low-income housing tax credit, provide more tax help for first-time buyers as well as renters, and including provisions to encourage conversion of vacant offices and commercial buildings into housing.

The package would include energy efficiency credits for home upgrades that help lower heating and cooling costs.

It would take steps to make electric vehicles more affordable, and invest in grid resilience, water reuse and disaster mitigation in an effort to lower long-term costs from outages and extreme weather.

Other provisions:

  • Expand the child tax credit, providing monthly payments, and the child and dependent care tax credit.
  • Expand education tax credits to cover more years of college and workforce training.
  • Cut the tax burden on student loan forgiveness and interest, helping borrowers manage education costs.
  • Increase take-home pay via deductions for overtime, tips and certain worker expenses.
  • Expand health insurance premium tax credits. Enhanced credits for people buying coverage through the Affordable Care Act marketplace are due to expire at the end of this month.
