The Capitol Visitor Center, photographed March 15, 2007, three years past due and, at $600 million, nearly nine times its original anticipated cost, just might open next year, assuming the delays discovered nearly monthly aren't crucial. Defenders say it will be a beautiful and informative space for the Capitol's 3 million annual visitors.
