A bipartisan House team negotiating changes to immigration law appears poised to fall apart, delivering a terrible blow to momentum in Washington to pass a bipartisan package.

A Democratic congressional aide said an agreement reached three weeks ago in principal is hanging "on by a thread," but that leadership for both parties has failed to sign on to the proposal.

The policy contention appears to focus on healthcare and a way to ensure taxpayers are not stuck paying for the care of people who are here without legal documentation.

But some Republicans place the blame squarely on Democratic leadership, saying they continue to back away from agreements.
