Judge Mustafa Abdel Jallil, the Libyan justice minister who resigned last week in protest over the use of force against unarmed civilians, said he has proof that Libyan leader Moammar Gadhafi ordered the bombing of Pan Am flight 103 over Lockerbie, Scotland on Dec. 21, 1988.
He would not disclose details of the alleged evidence.
