It is easy to poke holes in the Congressionally approved definition of a "clunker" — since it includes some high-end cars with a heavy thirst for gasoline.
It is also impossible to defend the process behind the "cash for clunkers" legislation. The bill was clumsily attached, like a tail fin to a tank, to a military spending measure for Iraq and Afghanistan.
No, it isn't perfect, and yes, this was a plan passed on the fly. But the cash for clunkers program is still a good idea.
