How Mitt Romney wielded power as Massachusetts' governor

In 2006, 12 tons of concrete dropped from the roof of a tunnel on a major Massachusetts artery, killing a woman and terrifying drivers. The response was vintage Chief Executive Officer Romney. Romney's campaign touts what it says was his success at turning the state's economy around. Lawmakers and political observers, though, paint a portrait of a chief executive who was uncomfortable with Massachusetts' clubby politics and never seemed invested in the state.
