House Budget Committee Chairman Paul Ryan Tuesday unveiled his latest spending plan, a proposal with no chance of winning approval.
Democrats control the Senate. Republicans run the House of Representatives, where the measure is expected to be considered next week.
Ryan, R-Wis., has offered similar plans in the past. This one would change Medicare, assuring people over 55 their benefits would remain the same. But for others, he would set up a program where people could get a federal subsidy and pick between different plans.
Ryan retains the elements of the budget compromise he and Senate Budget Committee Chairwoman Patty Murray, D-Wash., crafted last year, but would make some future changes, notably spending more for defense and less for domestic programs.
