For Dicks, a new year brings new effort to block automatic spending cuts

As Congress prepares to return to work next week, Washington state U.S. Rep. Norm Dicks offers a bold prediction: Even though a special supercommittee failed to prevent $1.2 trillion in automatic spending cuts in 2013, members of Congress will get the job done by the end of the year.
