House passes DREAM Act, but Senate prospects dim

The House of Representatives, by a vote of 216-198, passed a bill Wednesday night that would provide a conditional path to citizenship for as many as 500,000 children of illegal immigrants. But the fate of the DREAM Act remained uncertain as the Senate postponed a test vote on the measure.
