McConnell joins Senate tea party wing on banning earmarks

With a fresh boost Monday from GOP leader Mitch McConnell of Kentucky, who previously had opposed such a ban, Senate Republicans are expected on Tuesday to endorse barring earmarks, the practice of inserting thousands of local projects stuffed into legislation that add up to billions of federal dollars.
