Rangel summoned by special ethics panel for violations

A rare eight-person House subcommittee has been formed to hear new ethics charges next week against Rep. Charles Rangel, D-N.Y. The last time just a panel was convened was in 2002 to handle the case of former Rep. James Traficant, who was expelled from Congress.
