How Sen. Dodd empowered Fed to assume AIG's toxic assets

A little noticed 1991 amendment to a Depression-era law, written by a securities industry lawyer and pushed by Sen. Christopher Dodd, D-Conn., allowed AIG to post tens of billions of dollars in shaky mortgage securities as collateral for taxpayer loans.
