Indiana's Bayh, fed up with Congress, won't run again

Democratic Sen. Evan Bayh of Indiana said he'd grown tired of the partisanship in the Senate. Among his examples: the failure to create an independent deficit reduction panel, which won a majority, but not the 60 votes needed to cut off debate after seven Republicans who'd sponsored the measure voted against it.
