Fate of Obama health care plan is anything but certain

History is clear: When it comes to something as contentious as overhauling the health care system, there are no safe bets. Presidents from Theodore Roosevelt to Richard Nixon to Bill Clinton failed at ambitious attempts to change the health care system, and "you might argue, based on history, that that's the most likely scenario," says Michael Cannon, director of health policy studies at the Cato Institute, a libertarian think tank in Washington.
