Tobacco's influence: Will Congress approve regulating it?

When Sen. Richard Burr, R-N.C., proposed last week setting up a new federal agency to regulate tobacco, rather than give the job to the Food and Drug Administration, he was trying to give his home-state tobacco industry a softer landing if it becomes regulated. And he was returning a favor. Since 1995, he's received $355,000 in campaign contributions from tobacco groups.
