Obama keeps Bush policies on faith-based groups

President Obama on Thursday created his own White House council to provide government assistance to faith-based groups that help the poor. In doing so, he left in place five executive orders Bush signed that allow groups receiving government funds to proselytize or refuse to hire non-believers, riling groups that favor separation of church and state.
