McCain pushed regulators for land swap, despite pledge

After the Keating Five savings and loan investigation, John McCain promised never to intervene with regulators again. But in the late 1990s, he violated that pledge, lobbying the U.S. Forest Service hard for an Arizona land swap that would have benefited a developer's plans to build 390 houses. McCain and an aide wrote a half-dozen letters on the developer's behalf.
