Congressman vs. Forest Service: Smoke or fire?

In March 2004, U.S. Rep. Henry Brown, R-S.C., started a controlled burn on some property he owns. The fire got out of control and burned 20 acres of the adjacent Francis Marion national Forest. The Forest Service fined him $5,773 for carelessness. Brown eventually paid a reduced fine, but not until after the protracted battle cost the government an estimated $100,000 more.
