Oil's plunging in price, so why isn't gasoline?

Oil prices have fallen more than 26 percent from their July 11 record high of $147.27 per barrel, and all evidence points to further declines. The price Americans pay at the gas pump has fallen by a more modest 12 percent at Thursday's national average of $3.67 a gallon. That's led some consumers to wonder if they're being gouged.
