Ralph Scott, of Rochester, New York, from the 4th Brigade of the 10th Mountain Division, based in Fort Polk, Louisiana, uses a metal detector to probe for hidden IED's (improvised explosive devices) near Malek Din in Ghazni province of Afghanistan in eaerly September 2006. American forces in southeastern Afghanistan have begun doing what many experts said the U.S. should have been doing three years ago: nation-building. Instead of focusing solely on fighting the Taliban and tracking down Osama bin Laden, they're trying to restore the local government and police and rebuild schools, roads and other essential projects. They face a host of challenges, from insurgent ambushes and assassinations of local officials to private militias run by warlords who are unwilling to give up power.
