Iraqi parliament delays troop pact vote over unrelated issues

The security pact, which sets the end of 2011 for U.S. withdrawal, likely has enough pledged votes to pass, but the government is trying to come up with policy pledges that will persuade a bloc of Sunni Muslim lawmakers to vote for the pact. Sunni backing would demonstrate national support for the agreement.
