Training for Iraq’s Sunni tribes to fight Islamic State off to slow start

Analysts, security experts and government officials express concerns that the program is too small and poorly coordinated. Others worry that arming the Sunnis will alienate the Iraqi prime minister’s Shiite militia allies, who’ve already complained about the government’s cooperation with the U.S.-led coalition.
