China renews pledge of 'no first use' of nukes

For the first time, China's annual defense survey outlines how China would respond to a nuclear threat. A spokesman for China's Defense Ministry later called on Barack Obama to take steps to improve the sometimes tense military relationship with China, which last year canceled most senior military exchanges with the U.S. over a proposed $6.5 billion arms package to Taiwan.
