In Asia, doubts grow about a nuclear-free North Korea

As talks over North Korea's nuclear program stumble along, some scholars and policymakers around Asia now believe that the negotiations may never lead Pyongyang to cede all its nuclear weapons. Instead, they say the best that can be hoped for is to halt North Korea from producing nuclear fuel to make any more weapons.
