Students' refusal to state race on forms frustrates officials

The number of students not responding to questions about their race on school forms grew statewide from 124,000 to 210,000 in just three years. U.S. Department of Education officials say the trend makes it hard to eliminate racial gaps in education and have asked local school officials to "eyeball" students who decline and pick a box for them.
