States, environmentalists to sue EPA over greenhouse gases

California, New York City, three other states and a coalition of environmental groups will file notice Thursday that they plan to sue the Environmental Protection Agency to force it to regulate pollution from ocean ships and aircraft tied to global warming. The Clean Air Act a court can compel the EPA to act if it delays too long, but plaintiffs must give the government 180 days notice of intent to sue.
