Despite court ruling, EPA won't move on greenhouse gases

The EPA said it couldn't propose any regulation of greenhouse gases under the Clean Air Act because the issue was too complex and there were too many objections from other federal agencies. Critics said the EPA announcement, contained in a 588-page report, was tantamount to the Bush administration refusing to carry out a Supreme Court order.
