Florida bars shackling of juveniles for court appearances

In some counties, the practice of shackling juveniles for court hearings had become routine. But the Florida Supreme Court on Thursday said the practice was "repugnant, degrading (and) humiliating" and adopted new rules that forbid it unless a judge finds the youth is likely to be violent.
