Cable: Saif Gadhafi's litany of perceived U.S. slights

Saif Gadhafi told U.S. Ambassador Gene A. Cretz that a shipment of highly enriched uranium to Russia for disposal had been stopped because Libya was "fed up" with the slow pace of bilateral normalization and a U.S. failure to reward the regime for giving up its chemical, biological and nuclear weapons programs.
