In this September 27, 2006 file photograph, Cass Williams, 12, comforts one of the 25 horses brought to the St. Clair Saddle Club in St. Clair, Missouri, following an accident on Interstate 44 where 16 others died. The business of slaughtering horses for human consumption could be legislatively abolished before it has the chance to revive itself.
