Budget woes: Sacramento city parks can't afford doggie bags

The problem: For weeks, dog owners have noticed the doggie bag receptacle at Glen Hall Park in River Park wasn't refilled. That has resulted in more dog poop on the grassy areas where youngsters play soccer. What gives?

The response: "We are no longer providing free dog waste bags," said Hindolo Brima, city parks spokesman.
