The Department of Defense has approved a policy that would let at least some of the 275 or so suspected terrorist suspects held at Guantanamo Bay, Cuba, speak by telephone with family.

Approval of the idea comes two months after the International Committee of the Red Cross launched a pilot program in Kabul, Afghanistan, that lets Afghan families to speak by a teleconference video with select U.S.-held captives in the Bagram Air Base, a U.S.-run lockup.

But no such single site could be set up to speak with detainees held as ''enemy combatants'' at Guantanamo since their families are spread across the world, from Canada and China to Sudan and Yemen.
