Kirk A. Johnson's memo on violence trends in Iraq

A former official of the U.S. embassy in Iraq who was in charge of analyzing violence trends in that country says that military estimates of violence "should be viewed as a lower-bound" for violence there and that estimates of sectarian violence miss "between 35 percent to 65 percent of civilan casualties."
